GENERAL LABORER – 2 POSITIONS AVAILABLE

The City of Darlington’s Street & Sanitation Department is seeking a general laborer. Team members will be required to perform a multitude of tasks including, but not limited to general landscaping (mowing, weed eating, trimming, etc), cleaning up refuse found on the roadways and on city common areas, filling in where necessary throughout the department to help ensure the department runs as efficiently as possible.

Pay is based on experience

GROUNDS MAINTENANCE / BEAUTIFICATION WORKER

This person will work under the supervision of the Streets and Sanitation Department. They will work on general upkeep and maintenance of welcome areas, decorated medians, and other rights-of-way and city owned properties as directed.

Essential Job Functions

  • Responsible for landscaping maintenance of various City property and entrances
  • Responsible for pruning removal of small trees and shrubs
  • Reviews completed work to determine quality of work
  • Responsible for grass cutting and weed eating in designated public rights-of-way as assigned
  • Responsible for watering of plants on public right-of-way and the flowers pots on the Public Square

Knowledge, Skills, and Abilities

  • High School or general educational degree (GED)
  • One to three years’ experience working in landscaping or a similar field
  • Must possess required knowledge, skills, and experience to be able to explain and demonstrate the essential functions of the job
  • Ability to read and comprehend simple instructions, short correspondence, and memos.
  • Ability to write simple correspondence
  • Ability to carry out common sense understanding to carry out detailed but uninvolved written or oral instructions
  • Ability to maintain effective working relationships with other employees and supervisor
  • Basic carpentry or mechanical skills a plus

Required License or Certificates

  • Must possess a South Carolina driver’s license

Physical Demands and Working Conditions

CDL DRIVER

Drivers operate heavy-duty trucks and are responsible for the collection of residential household waste or recyclable material, yard debris and bulky refuse. Driver will transport the material to a disposal, transfer or recycle facility when trucks reach legal load capacity. Driver safely maneuvers vehicle in residential environments. Navigates high traffic and congested roadways, driveways, alleyways, and lots. Drivers get in and out of the truck each stop to empty cans. This is a very physical position. Residential drivers are vital to our community and they are a neighborhood staple for residents. Being on time is essential and they are team oriented to ensure customers are serviced.

Essential Duties and Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned.

  • Operates vehicle in accordance with City of Darlington’s Best Practices, OSHA. (Occupational and Safety Health Act) and DOT (Department of Transportation) requirements as well as all local, municipal, state, and federal laws.
  • Performs pre- and post-trip inspections of assigned equipment and documents checks on standard DVIR (Driver Vehicle Inspection Report.).
  • Immediately reports any unsafe situations or service related issues to management
  • Attends and participates in all scheduled training programs, briefings, and meetings required by Director of Street & Sanitiation.
  • Works closely with the Office Manager to improve route efficiencies and identify best practices.
  • Notifies Office Manager of any incidents, accidents, injures, or property damage.
  • Notifies Office Manager of, street, alleyways or potential safety hazards.
  • Communicates customer requests to the office manager.
  • Identifies and reports all containers in need of repair or replacement
  • Completes and submits customer tickets as required.
  • Positions and / or returns container on the customer’s property in a manner that ensures lids and or doors are properly replaced, and do not block driveway entrances or traffic.
  • Follows route assignments as directed and completes end of day documentation and the check out process.
  • Performs all duties as scheduled by management and assisting other team members as directed to meet the city’s needs.

Qualifications:
The requirements listed below are representative of the qualifications necessary to perform the job.

  • Education: CDL required
  • Experience: 1 Year CDL driving experience, a CDL permit does not meet the requirements for this position.
  • Commercial Drivers License A or B (CDL)
  • Hold a current Class A or B Commercial ‘Drivers License with an air brake endorsement. Legally eligible to work in the United States.
  • Successfully complete pre-employment DOT drug screen, physical, and background check, which will include previous employment check, criminal history and motor vehicle record review.
  • Preferred experience driving a manual transmission
  • Waste or garbage industry experience a plus
  • Delivery, merchant driver experience a plus

ADMINISTRATIVE POSITIONS

GRANTS MANAGER

The City of Darlington seeks an experienced Grants Manager to perform high-level professional work related to grant seeking, grant administration, and coordinating grant management activities on a Citywide basis. Grant seeking and grant administration activities may include any or all of the following:

  • Research and identify grant funding opportunities and grant funding needs
  • Research and develop grant-funding sources – federal, state, private, and other sources
  • Develop and catalog external resources in the areas of training, grant funding sources, and other grant related resources
  • Aid in determining grant eligibility
  • Provide technical assistance and training to departments in grant writing, preparation, and management
  • Develop and implement administrative procedures and controls for grant application process
  • Facilitate interdepartmental coordination and communication on multi-departmental grant projects to ensure that grants are processed and administered in a timely manner and according to grant requirements
  • Provide technical expertise in determining grant compliance requirements

The Grants Manager position also works closely with other City departments to accomplish the following goals: policy, process and procedure development for financial administration of grants; provide training and technical assistance in financial aspects of grant management and grant compliance; facilitate interdepartmental coordination when processing grant payments and reimbursements; maintain centralized reports of Citywide grant activity (grant applied for, grants awarded, grants closed, etc.); program evaluation and auditing, as well as financial analysis and tracking of grant funds. The position will work closely with the City Manager’s Office to provide ongoing status updates, reports and will work with various department directors throughout the city to provide technical assistance and advice on matters related to grant administration and management. Position reports directly to the City Manager.

Qualifications:

  • Any combination of training, education and experience equivalent to graduation from an accredited college of university with a Bachelor’s Degree in Public or Business Administration, or a related field.
  • Considerable (3+ years) responsible experience in research, finance, or public administration, including experience in grant administration, grant management and coordination, obtaining funding for grants projects and programs, and grant writing, especially with Federal and State programs such as CDBG, EDA and RIA.
  • Experience with units of local government a plus.
